The meaning of “homeless” is as such term is defined in section 103(a) of the McKinney- Vento 无家可归的人 Assistance Act (42 U.S.C. 11302(a))，这是在住房和城市发展部的连续关怀计划法规24 CFR 578.3，全文如下:

The meaning of “at-risk of homelessness” is as such term is defined in section 401(1) of the McKinney-Vento 无家可归的人 Assistance Act (42 U.S.C. 11360(1))，这是在住房和城市发展部的连续护理计划法规24 CFR 578.3，全文如下:
